Hemwati Nandan Bahuguna Garhwal University or simpl, is a public university locaetd at Garhwal, Uttarakhand, India. Named after Hemwati Nandan Bahuguna, the University is residential cum affiliating in nature, with jurisdiction over Garhwal district of the region. The University is situated at 300 13' N /780 46' E in Pauri District of Garhwal region of Uttaranchal on the bank of river Alaknanda in mid-Himalaya.

Establishment and Evolution of the Department (MyDLIS)
The millennia old institution of library has had a very long and distinguished history dating back to the Alexandria Library of 3rd century BC. Library and Information Science (LIS) as a field of scientific study and discipline is relatively young, the earliest library school having been established in 1876 in USA. LIS education in India is 95 years old, the first training course having been started in 1911 in the erstwhile state of Baroda. Currently, more than 75 universities in India are offering LIS education programmes. In Karnataka, LIS education programmes were started in 1962.
The Library Science education programme of the University of Mysore was on 24th June 1965 with the introduction of the post graduate Bachelor’s degree in Library Science admitting 20 students in the first batch of 1965-66. The Department was established withy two full time faculty, Prof. P. K. Patil as Reader and Sri. T. V. Subramanyam as Lecturer, along with the initiative and collaboration of Prof. K. S. Deshpande, the then University Librarian. Prof. B. Nagappa joined the faculty in 1968.
The Department steadily grew from strength to strength in respect of faculty and teaching programmes. The second major step forward was in 1971, when the Master’s degree in Library Science with six students was introduced. The faculty strength grew from 3 to 6 with three additional members- Sri. H.A Khan, Reader, Sri. N.B.Pangannaya, and Sri. K.S. Raghavan, Lecturers. The third milestone, in the history of the department was the introduction of the PhD Programme in 1976, with the association of Prof. A.Neelameghan and Prof. D.B. Krishna Rao as external academic supervisors for guiding Doctoral students. Currently the Department has faculty strength of 9 positions of which two posts vacant.
Academic Programmes
The Department which began its Library Science education programme with one year post-graduate bachelor’s degree programme called B.Lib.Sc in 1965 introduced the one year M.Lib.Sc programme in 1971 and doctoral programme in 1976. Currently the Department offers two year integrated MLISc programme. In the past we also introduced three programmes – Post Graduate Diploma in Library Automation (1994) and M.Phil in 1995. These two programmes were suspended in 1997. An innovative fully self-financed Master of Information Management programme was introduced in the year 2002 and has been suspended (2005-2006).
The hallmark of the department is its pioneering efforts in curriculum innovations and development. The department has constantly been striving towards making our curricula responsive to the twin challenges of the changing dimensions of the discipline and the quantitative shifts in the manpower needs of the society. In this direction, the syllabi and the courses offered have been revised several times and, thoroughly restructured four times in the last 41 years of fruitful existence of the Department.
The first restructuring and reorientation of the syllabi was carried out in 1975-76, when the department was re-christened as Department of Studies in Library and Information Science from Department of Library Science. This was not a mere “Change in name” but of focus and thrust. The curricula of B.L.I.Sc and M.L.I.Sc which were till then library-centered, were restructured to become information-centered- a much broader canvas.
The second major restructuring and recharging was brought about in the year 1991, with the introduction of two year integrated MLISc programme, a pioneering step by the Department. The single most critical agent of change in today’s information age is the contemporary technology/information technology. Information technology has revolutionized the content, contour, course of development, and the very central axial principle of the discipline of LIS. Recognising the facilitative role of Information Technology (IT) in information storage, processing and delivery, the syllabus is predominantly focused on IT. The curriculum of our MLISc and other programmes reflect the commitment of the department to change, innovate and adapt. The syllabi underwent another major change during the year 1996-97 wherein greater importance is emphasized on skill and development, particularly in the field of IT based activities. Again in 2004, the syllabi of MLISc and MIM courses were thoroughly modified and restructured. For the first time, a new paper entitled “Personality Development and Communication Skills” was introduced.
